Why does an exploit range differ from a GTO range?

A GTO (game-theory-optimal) range is unexploitable against any opponent. An exploit range abandons that balance on purpose to maximize EV against one specific, known tendency - here, a big blind that folds too often, so the solver's best response is to shove wider than GTO would.
